Hi All,
For activating CIN views in customer data and master data, we have to add User ids in OMT3E Tcode in DEV system and then move that to QA and PROD systems.
Do we need create the end-user user ids in DEV (as they are not actually required in DEV and they exist only in PROD system)?
Please provide suggestions on this.
Yes, it has to be done in Development and transported to further servers.
If you do this activity very frequently, you may try activating the current setting for this activity in SOBJ transaction code for object V_CM2. Once you are done with the current setting activation, transport it to Production server and check the transaction code OMT3E.
Please check with your ABAPer and Basis guy before proceeding.

Yes, the user ID should exist in the system where you are doing the config.
Either you may create the ID in Dev, add in TR and move to PRD or you may open the PRD for short time and add the user directly in PRD.
