Now, there is an inspeciton lot been marked by archiving block status by someone for a long time. My question is , how can reverse it back? Can it or may can't?

Check if you can use SAP note 728878.

I don't think you can. Unless it is possible in QA02 on the status screens which I doubt.
It might be possible to complete the archiving of the lot and then restore it. (in theory).
You might want to check with SAP on this one. Let us know what you find.
