Hello,
When a user is clicking on a Time managment link in MSS Portal the Netweaver window pop-up, the portal "tries" to connect but after 4-5 min the error that page cannot be displayed is shown. Autorizations checked- everything is ok, other MSS functionalities are working for this user. I have reset the user settings in backend, cleared cache in browser, but still the same error. Do you have any ideas what may be a reason for that?

did you check the error log in portal for this user ? you can get the details of this error in log trace.

navigate to nwa of your portal http://<domain>:<port>/nwa for ex: http://rpd.myess.com:50000/nwa
Click on Troubleshooting tab -> Logs and Traces -> click on Log Viewer
Here you can check the logs for the latest activity. You can use the Advanced Filter to filter based on user id or log id etc...
