In most cases, it's too late already to apply for ramp-up of SAP SolManr 7.2. SAP signed up so many customers that they reached the limit of what's do-able there.
There can be exceptions but then it has to be justified and those exceptations are really rare cases - for example you will go live with S/4 HANA Enterprise Management within short timeframe and want to leverage SolMan 7.2 for that purpose.
So the alternative that is left is leveraging the Amazon AWS image of SolMan 7.2 SP01 via SAP Cloud Appliance Library (SAP CAL) so you can access a SolMan 7.2 ramp-up system for your own, educational use (SAP CAL trial free of charge for three first months), Amazon AWS costs you'll have to cover yourself so keep it into account (running cost of the server, CPU, Memory, disk space utilized, potentially public IP address used). It doesn't have to be a huge cost if you keep it under control ~ only activate system when you actively use it, don't exaggerate and suspend it again when you don't use to keep the cost under control.
Great initiative by SAP which we've been asking for, really happy to see this option being available and it has been executed in a great way, thanks to and teams behind SolMan
