Can anyone provide me some more information on how to create an organizational chart in the portal? (jsp or webdynpro?)

You can try the org chart viewer iView from the MSS Business Package:
Here's the name of the component you're looking for:
com.sap.pct.hcm.orgchartviewer.default

There is no tool to create Org Charts (like the one shown in your link anyway).
There are a number of 3rd party products from SAP Partners that allow this functionality.
Having said that it is possible to display an org structure via ppome (transaction iView). Or even part of the Org Structure that corresponds to a managers org unit using function module RH_STRUCTURE_SHOW (need to copy and change, and call from a program).
