I've 10 years of experience in FI,SD,MM as end user. What is the right way to be SAP consultant. Whether SAP certification is mandatory ?

Certification is not generally mandatory for functional or technical SAP consultants.
(Although, some companies - like SAP itself - may require it).

But i would like to move as functional consultant. So what should i do or how to prepare myself.
What you really need is experience and training.
The SAP Learning hub is a convenient way to get proper SAP training.
Once you have the training/knowledge, try to get some experience in FICO projects with your current employer. Show interest, volunteer your time, etc.
After that, certification is the icing on the cake!
