When Activating my solution with the following Selected and added in an XBO element
It does not appear anywhere on the WSDLs of my Existing Communication Agreements. Is there something more that needs to be done to get this pushed out the the WSDLs... Do you have to recreate the Agreements? (different from others)
I've got exactly the same problem currently. Even extension fields added using Adapt don't appear on the web service (after being extended onto the web service).

Refering your attachment on extension scenario(.xs), what i could make out is, extension scenario is created on:
Service: OutboundDeliveryExecutionOut
Type: Outbound service
Operation: RequestOutboundDeliveryExecution
Where as your communication arrangement is created on:
Service: OutboundDeliveryExecutionIn
Type: Inbound service
Operatoin: ProcessOutboundDeliveryExecutionConfirmation
These two are different services , hence extending one won't add into other.
Your screenshots also point to that, one is OutboundDeliveryExecutionIn and other is OutboundDeliveryExecutionOut

the OutboundDeliveryExecutionIn and OutboundDeliveryExecutionOut should both be covered in this Scenario."3pl Request". I think that is a Mistype since there is no "OutboundDeliveryExecution"
Either way I tested the OutboundDeliveryExecutionOut and Exact same problem..
If you truly believe this is the issue please tell me what the Service I should be using then if not the Standard 3PL Integration to Extend to a 3pl Request.

One of our consultants needed to extend an adapted field to the 3pl request, and after doing this the XBO fields were in the request.

I couldn't find any communication arrangement on this service, hence, you cannot see the extension field in the .wsdl file of any of the service.

You are appear to have no experience with the 3pl Communications system in ByDesign.. That is where this is all found. I am concerned that a SAP employee would give such a misinformed answer. If this indeed is the Correct answer can you please elaborate on on why it would not be in the WDSL file of my 3pl communication agreement.

Are you trying to extend extension field to 3PL request? If yes after creating Process extension scenario, you need to declare scenario name before extension element like below.
[Scenario (<scenario_name>)]
element
<extension_field_name>:<data_type>;
After that activate your XBO, then go and check in 3PL request service extension field will be available.
