Specific Users can order Stock Items L Type

Hi,

Requirements is the specific users can only order stock items i.e., L type while processing in SAP PM02 order type, and some users cannot even order any type stock items (L or N stock types)to be required for the order. Please note senior staff can order both types of items (L and N) which is standard SAP functionality. Please help to implement this. Thanks
