If you're planning on having your developers connect into the VM host and run PB remotely, you need to use a SERVED license and install that license into a SySAM server process. You also need to purchase one seat for every developer that will use PB.
Without these restrictions, customers could purchase a single seat, install it into a terminal server environment, and have any number of developers working with PB through Remote Desktop.
