Personal information is not editable in ESS portal

Hello Experts,

We are having issue in personal information in ESS portal.

let me explain in detail, We are not able to see add button on header of personal id, Addresses and etc.. and not able to see add edit and deletion buttons also even if if we do the required settings in SPRO. Please find attached screen shot(01) for your reference

We did required settings in transaction SPRO. please find attached screenshot(02) for the same.

I have checked in se80, Application configuration and component configuration also and all are seems ok. please find screenshot(03)

please let me know where else i can check to resolve the issue .
