This issue is like a Known Issue sort of thing and was discussed several times in the past. You can have these discussions from this Google page. Though MCI8 inconsistencies is mostly discussed, this is true with many MIS reports. In such case LIS (Logical Info Structure) rebuilding used to be the answer. In Plant maintenance the Infostructures are often rebuilt using OLPM and OLIX. Here perhaps it is done with tcodes OLI5 and OLIX. However you should follow the instructions SAP note referred by Caetano in this context.

Dear,
Did you run the report IW38 with basic start and basic finish dates of the orders and then in MCI8 use same date range for your analysis.
MCI8 runs on LIS structures, hope we don`t get such problems normally.
If still having problem with it better look for notes mentioned by our friend Caetano Almeida.

Try to run report RIPMCO00 as described in note 112841 to update table PMCO,
Afterwards you must run report RIPMS001 as described in note 112841 to update infostructures S115.
