Add "Department responsible" to column on report Layout in QM10 & QM12

To include the partner function "department responsible" to t codes QM10 and QM12 in the column set of the report layout.

First Creating Quality Notification QM01, then Contacts Column Add Department Responsibilities, then Save the Quality Notification, generate the Notification Number, these no available on QM10 and QM12.
