I have downloaded SAP BI explorer sp04 and in it BI launch pad isn't included ??

have you installed the Explorer at BO server? or some other server with using existing CMS?

No, Our project is still in sandbox before going to developing I need to make BO users and test the sample reports.
I installed Bo servers and CMS On the server side.
I want to access BI launchpad and cms from my local desktop. not from the server end.

BO CMC URL
http://your servername:8080/BOE/CMC
BI Lanuch Pad
http://your servername:8080/BOE/BI
replace "your servername" with BO server name and try.
I had created one folder and user in cms but how can i access now.
You need to understand how can you setup the security.time being for testing purpose if you add the user in the administrator group.Right click on the user and click join group.After that login on the BI Launch Pad with new user.
