ECM - CHange number validity according to stock quantity

Hello all,

Please i'm trying to find a solution of the following business case :

We aims to work with change number (Engineering change management). As per SAP standard, we can control change number effectivity (application of the change number) in addition to the validity date, with an effectivity type.

The Standard provides some effectivity parameters such as date, serial number, but our objective is to be able to apply a change (example : for a BOM) when material quantity is null.

Could you please help ?
