How to reset all services in SICF to default activation status?

Is it possible to reset the active status of all of the services in SICF to their default (i.e. fresh system install) status?

I am looking at an S/4 HANA system, in which client 000 (and all other clients) have had all of the services set to 'Active'. I haven't got access to another, similar system.
