Accrual from sales = 100 Euro
Partial settlement = 20 Euro
Manual accrual = 5 Euro
When user creates a final rebate settlement, the value defaulted by the system is 80 Euro. The 5 Euro from manual accrual is not considered by the system. Why?

Please explain with an example:
"Manual accruals can be posted at any time but are simply to reflect a picture in FI as required in a business scenario."
The point which is confusing is that the manual accrual (increase in the accruals to customers) can be settle during partial settlement but are not taken in to calculation during final settlement, by the standard system.
Added: To explain the point of partial settlement, mentioned above -
A rebate agreement with a restriction of cannot settle more than accrued amount. Current accrual = 50
And the company wants to make a partial settlement of 75. In this case, make a manual accrual of 25.
With this the Accrual becomes 75 and the company can make a settlement of 75.
