Crystal reports 2013 and Arabic text stored in Oracle varchar2 fields

Using Crystal reports 2013 designer on a Windows machine, I get question marks from varchar2 fields in an Oracle database (10g with 11g client).

The same tables displays properly in Crystal reports 7 (on another, older Windows 2003 machine).

Any ideas?

We switched to the VS version and installed the latest fix, no change in behavior.

Wait. So are you using Crystal Reports 2013 (v. 14.1.x), or are you using SAP Crystal Reports, Developer Version for Visual Studio .NET (v. 13.x)?

We started with a trial version of CR 2013 which expired, so we moved to CR for VS.

Both present the same exact problem when using Oracle's varchar2 fields with Arabic in them.
