hwen user clicks on create attachment in EB inbox, he is getting error

Hi

IN EB inbox. if you select a work item, in the details of work item you have attachment , when i click on attachmnet it will lead to me into another screen where there is create attachment button. when i click on this button i am getting a HTML code ( i think)

why this is happening.
