Entry is not maintained in configuration table and check for all the groupings, Mean while you can find lot of information in Google which are similar to your issue.

Please check V_T001_ALL view weather old and new personnel area maintained correctly or not.

I would suggest to write thread or issue with complete information so that other can provide solution or guide you correctly.
