How to configure a new portal?

I would like to configure a new portal as development. Can anyone help me. I'm new to this portals. I would like to know step by step procedure. Please help me How to configure.

if it's not yet installed, start with http://service.sap.com/instguides.

And then, well...go here:

http://help.sap.com/content/documentation/netweaver/index.htm

Pick your release and search for things like "portal configuration" or "km configuration".

(The quotation marks often help...)
