in my organisation same name of function location is created ,i dont want to crate same label,pls. help.

Is the description of the two functional locations is same ? system will not allow you to create f/l with same label.
You should get an error message as if same label is being created.
Message no. IL512
If it is only description of the f/l lable you can change it.
Are you using any labeling system in your company?

Could you kindly send me the time stamp details of those two F/Ls pls.
Some times if user opens two screens at a time and processes the same accidentally, there is a chance to update like this.We had a similar problem in MM so i thought it might the same situation for you.
Kindly let me know the log pls.

one function location M-Z065 is already available in system,again while crating same with IL01 M-Z065,system is allowed without error.

This should not be possible. Give the IH06 output screen showing these 2 line items with M-Z065 as input into selection screen F/Locn. Quite pissible that you are ignoring some difference in these two labels, which you are treating as identical. (Like a space or a dot at the end etc). Also give the structure indicator.
See this example
ABC-ACV and ABC- ACV both can be created. Notice there is a space before ACV in the second label.
