SRM NWBC User Menu Tree Empty Error After Client Copy

We have copied our production client to our Dev and QA systems and can no longer log in if the user has any SRM related roles. We get the message:

The user menu tree for user "XXX" is empty. Please contact your system administrator.

The custom roles are copied from the standard SAP Employee and Manager roles.

All the notes and references referrer to the cockpit not being set correctly on the role however the role works in production and worked in the DEV and QA clients before the client copy was done.

Any ideas on how to fix this? It has happened every time we have copied our production SRM from the dev and QA systems and would eventually resolve itself (we never really figured out how) but we moved our SRM into our ERP system (SRM@OC) and now its impacting our ability to test ESS/MSS updates.
