how to make navigation list in customized workspace dynamically change acording to the bo user rights

I encountered a problem

I build a dynamiclly workspace using navigation list and viewer, as follows,

user1 only has the right of report 1, if user1 login the bi launch pad, he can just see the report 1, not report 2 and report 3. I found navigation list can not support the function. am i right? is there any ways that i can realize the function?
