How to restrict to create a Shipment doc(VT01N) on delivery on which already a shipment doc has been created.

Could you please try the parameter 'SAP_V56L_GLOBAL_MAX_SEL' in the tCode STVARV (Maintain Table TVARVC)? Please refer the notes 660133 and 604473 for more info on this.
