Work Manager 6.2 Order Complete issue

We are doing TECO from SycloWM 6.2 i.e complete ,

we get following error

Error reading the operation from the document table

Our PM order configuration is as follow

1. Settlement rule on operation level ( without settlement it cannot be completed)

We debugged and saw that settlement rule is not getting save through standard 'BAPI BAPI_ALM_ORDER_MAINTAIN' which is called in syclo

Please suggest
