401 authorized user, password combination not valid( Unable to send message from RWB testing tool of dev system)

Hello techies,

Currently we are working in 7.4 dual stack, we are unable to send/test a message from RWB tool from one of the dev0 system in track0 but through dev1 in track1 can be able to send a message.

Also, we can able to send/test a message from other env's like QA & Prod systems in both tracks. Searched some blogs but doesn't helpful and wokred with security team and basis team but no luck. Finally raised an OSS note and given trace files by executing <host>:<port>/tshs to SAP but still issue is going on..

Any suggestions or help much appreciated.Attaching the screen shots for ref.
