Required details on how to set up dev environment you can find in "Developer Guide for NWDS Extensibility SAP ME" (available on http://help.sap.com/me in "All SAP ME Guides" section). In couple of words you need to set up NWDI infrastructure and import sca with SAP ME. In NWDS you will be able to use public parts declared in SAP ME.
