Manager unable to see attachment in MSS

Hi ,

I am getting following error :

When manager is approving "Sick leave with MC" in MSS portal and clicking on the attached MC to view following is presented:

Error Occurs while opening the document

Message No. HRESS_PTARQ208

Diagnosis

You are not authorised to access the archive link repository, or there is an erorr in the http communication.

Procedure

Contact your system administrator

Please set an external breakpoint in PT_ARQ_ATTACHMENT_DETAIL_GET at line 60 (  CALL FUNCTION 'ARCHIVOBJECT_GET_BYTES' ) Please check the paramters used to call the function and confirm that this call results in sy-subrc NE 0 which causes the error message later on. Please let us know which values are handed over to the function. check OAC0 config From PA30, Emp ID , Extras -> Display all fascimiles, can the attched document  be retrieved for this employee? You can do check in se38 with RSCMST report. also in RSCMSTH0

again same issue ? chk with another manager used id or else assign once sap_all for that manager and try once chk any authorisation issue  ..and later after testing delete the sap_all for that user
