We use SMP Version: 3.0.7.0 SP Level: 07
workmanager-6.2.1.0
How to make Russian localization of SAP Work Manager.
Now all titles are displayed in English.
We use Android and WPF Clients.

For Localization we have two way.
1st Way : (For Multiple language)
1. Download language packs from Service market place.
2. unzip the file in to application folder.
3. log in into management cockpit. select your application. go to app specific setting-> pass localizationPath as name of the folder that you recently extracted and in localization as name of the langugae you need.
4. Restart SMP Server and test.
2nd Way(For single language):
1. From extracted language packs select your required language related file and copy (ClientText.ini, Globals.ini, applicationText.ini) rename to this format and paste it under application folder.
2. Restart SMP Server and test.

I have done it:
Downloaded filу - 51049862_2 - SAP Work Manager 6.2.1 Language packs
Copyed files ApplicationText.ru.ini ClientText.ru.ini Globals.ru.ini to the folder
C:\SAP\MobilePlatform3\Server\configuration\com.sap.mobile.platform.server.agentry.application.SAPWM62\
Set SAP Management Cockpit fields
Client Strings File = ClientText.ru.ini
Restarted SMP.
Reloaded data in SAP Work Manager.
The result is not perfect:
"WorkOrders" - was not translated.
NOTIFICATION - was not translated.
Pages "Functional Location", "Equipment", "Settings" - disappeared.

There is a localization download available with a set of supported languages out of the box (Russian is one of the choices). Depending on if you need multi-langage support or not will determine how you enable it.
For only a single language you can simply rename and replace the files in the Agentry application directory and reload your device.

I found file
C:\SAP\MobilePlatform3\Server\configuration\com.sap.mobile.platform.server.agentry.application.SAPWM62\ClientTextBase.ini
looks like I need to rename it to ClientText.ini and edit.
But I can't find similar file for Russian or for any other language.
Do I need do translate texts from ClientTextBase.ini by himself?
