Special Leave Conditions

Hi SAP Experts,

I am working on UAE localization. And we're facing an issue where I need to restrict Hajj Leave quota generation for Muslims only. I have made the configuration under Payroll UAE -> Public Sector -> Leaves -> Special Leave Conditions but still the hajj leave quota is generated for non-Muslim employees and Hajj leave absence can be maintained for non-Muslim employee as well.

Your help would be highly appreciated.
