Unable to use one Phase for both Setup / Produce activities

Could you indicate how the setup activities need to be configured for PP/PI master data?

Hello,

C201, create recipe for the material and assign setup group to setup phase of the operation.

Create phase one for setup and another for production. If a setup key is assigned to a phase, the system creates an operation with a setup activity in SAP APO.

It is not allowed to have a single setup phase without succeeding produce phase.The setup phase as well as its succeeding produce phase must be assigned to the same operation.
