I am facing the above error and my service is running i am using the os linux suse and database sybase.

This is a network issue.

Try the command   niping -v -H 172.16.0.12  from the affected client.

What is the output?

Is this is fresh installation. Please verify the instance number and ip address. And also check firewall is blocking the connection from the server.
