values assigned relation to characteristics

Hi all

In transaction cgab, I can assign a phrase set to characteristic and Value Assigmt Type.

Where can I assign a characteristic to value assgmt type? Is there any customizing?

How characteristic belongs to value assgmt type?

On the pic, I can't change or add any characteristic. Why can't I do that?$
