BI 4.1 SP07 was released on Nov 27. You can find & download it from SAP Support Portal.

SAP BI 4.1 SP7 is now released for the Customer and also available on Service Market Place.

SP7 is not released yet. Schedule to release in Dec accroding to maintainence schedule. I don't think SAP release the PAM before SP build release.

SAP published the PAM for SP06 in the SAP Marketplace just before the SP was released. There was also several versions of the SP06 PAM that came out several weeks ahead of the SP release.
