Does CTS+ support movement of non EP non PO/PI/XI artifacts across SAP Landscape? We want to use CTS+ for other non SAP systems too.

I think IBM Webspehere and Tomcat are not supported by CTS+ as per my understanding and didn't came across such integration in CTS+ till now.
You can refer the below links for which type of objectsare supported.

Also if IBM webspehere supports the close coupling of objects then it can be configured.. but cant confirm on same you may want to raise a sap ticket for this. and all depends on Vendor support.

Correct -first CTS+ is an open framework (as e.g. described in SCN guide http://scn.sap.com/docs/DOC-16167 -'Implement CTS+ for Your Application'), second it is (thus) not about 'does CTS+ support application/content type xyz' but 'does application/content type xyz support CTS+' (question of 'vendor support'...).
If that will ever happen for Websphere/Tomcat/IIS I cannot comment on (as not being part of any of the involved companies).
[Actually that also means -as long as it is not an SAP product- that a ticket raised to SAP will not help...]
