Which business user/role has work center/facets maintenance plans and resource scheduling visible?

Dear C4C users and consultants, I did activate resource scheduling and maintenance plans in the scoping of my C4C development system. However, I do not find any business role that has those work centres/ facets visible. Do you have any idea? I do not want to add work centers and facets without business role.
