IDOCs are not getting triggered

Hi Experts,

We have implemented BADI's HRPAD00INFTY and HRPAD00INFTYDB to trigger the IDOC whenever there is any update in infotype.

But when we are hiring employee through PA40 SOMETIME IDOC is not getting triggered for one infotype (that infotype is random one). After hiring if we will go and update same infotype once again, it will trigger IDOC. Please let me know what could be the reason.
