Does Mobile secure support windows 8 or windows 8.1 apps.

Yes, SAP Mobile Secure Cloud supports both Windows 8 and 8.1 applications.

the doc mention it supports only windows phone not windows 8 or 8.1 which run on tablets

Windows DM is also supported in the SAP Mobile Secure. Document should be modified accordingly.

Please, have a look at the Mobile Secure Cloud System Requirements manual.

I suppose you mean Mobile Place Device Requirements (?)
