Hello,
I am sorry to ask a question again, but have been stuck on this for 2 weeks now.
We have an output for export customs declaration where the goods shipped are summed up by their USHTS number. Some of the lines get printed EAR99 No license required, and some are not. Do we have a direct relationship between those 2 ? Customs office says all those codes should have ECCN: EAR99... printed in the line.

Hi Olaf,
Customs classficiation and Legal control classification are two different and separate things in GTS.
To get the EAR99, you need to classify your materials in the Tab Legal control in the Product master data in GTS.

I had the impression as well, but this printout (shipper's letter) is grouping materials by customs classification, so all ,materials having code eg. 123000 would need have to have EAR99 in the product master, which I don't know know if is true in practice. But is that the only relation ?

To sum up:
Schedule B code - the 10 digit number eg.2902300000, is to classify physical goods for export to another country in HS sysem.
(ECCN) is an alphanumeric designation (i.e., 1A984 or 4A001) used in the CCL to identify items for export control purpose.
Generally, EAR99 items may be shipped under the designation “NLR” which stands for “No
License Required.” However, if your export of an EAR99 item is to an embargoed or sanctioned country, to an end-user of concern or in support of a prohibited end-use, you may be required to obtain an export license.
ECCN is different from a Schedule B number. Knowing a Schedule B number will not help to determine the ECCN - according to Dept. of Commerce document.
In GTS we can assign a product to a Schedule B code and to ECCN.
There is probably no direct assignment/relation between Schedule B code and ECCN in GTS, because the relation does not exist in real life.
