Creating a PDV missing library

I am attempting to build a PDV for our portal, but I am running into a problem.

When I try to import these classes

import com.sapportals.pct.util.pdv.PDVDynPage;

import com.sapportals.pct.util.pdv.data.IData;

I get a message

The import com.sapportals.pct cannot be resolved

I went to try to include a library but I can't seem to find it. I have looked everywhere. Please help!

I am running Netweaver Studio

Version: 2.0.13

Build id: 200507190119

Plugin 2.0.13

Can anyone confirm for me what steps I need to take to make sure the plugin is installed? and

Where I might be able to find this library?

I guess I am looking for a package called

com.sap.portals.pct or

com.sap.portals.pct.util

I have looked all off the portal for it also but with no luck.
