This means that you are not using "Dynamic System Resolution". That is an option available to developers to make on the fly decisions about which system to hit based on whatever information it has available to it (your username, what groups you're in, what roles you're in). If you have not uploaded any programs that implement the dynamic system resolution, then you get that error message.
