I don't have the ability to update/add states

When I login to my SAP B1 8.82 PL16 as an admin with all authorizations, under my Setup menu I don't have states.

The B1 8.82 manual says this should be here (I read the manual):

To access the window, from SAP Business One main menu, choose Administration Setup General States , in the States - Setup window, specify the fields in the table.

But it isn't (see the attached images). I did a search of SAP notes and came up with nothing.

I have also looked through the entire menu (under Business Partners, etc.) and did not find anything.

Any ideas?

I dont think SAP has a link on menu for that. You will need to use Address Format window to open it.
