Generate a Class for a BAPI

Hi Gurus

My java program wants a class that he can instantiate to call a BAPI.. I looked into SAP doc and it talks about using SAP Asssistant to generate the Class.. Where do I find the SAP assistant utility?? How do I use it?? Basically I want to generate a class for BAPI_VEHICLE_CREATE

i think it is like a tool, it is not in R3.
