Budgetting at account level is available in the Funds Management (FI-FM), but that is quite a big module to implement (if not on the functionality, but mostly on processes and procedures).
As mentioned by Paulo, this can be achieved using FM budget controls. You need to evaluate which budgeting controls you want to be active for your projects and procurement ( directly and via projects)..
