1)What should be the output if you execute time evaluation up to 01.06.2015 i.e it depends on the customer requirement get the complete requirement and then check the existing system design how exactly it is implemented, When you are saying balance is reduced after executing time evaluation it is completely depends on the configuration, Here what you have to do is Understand the complete requirement and Explore the configuration, If you find that any mismatch is there then we can suggest how to fix it.
1st you should check the QUOTA function input and output table of ABWKONTI. If there have an difference in between Input ABWKOMTI table to Output ABWKONTI then check any reduction rule is attached with Quota type or not.
If it's same then after QUOTA function any custom pcr has been inserted where operation UPDTQA has been used.
Check the display log step by step then you can get an idea where is getting reduce.
Reasons for abs quota reduction could be due to different reasons, eg.:
a)With date type usage, IT 41 might have been changed wrongly
b)Generation rules - changes may have been made without delimiting.
c)Time schema changes may have been made - resulting in past accruals changed. Quite often the business clients need changes - which is not clearly understood or not defined correctly, re: how the past requirements are impacted. In such cases of new requirements to be dated, V_T511K should be configured with a constant and a suitable description with a value 0 for the past period and 1 from the new requirements effective date. In the schema, use IF xxxx ELSE ... ENDIF to use the new rules and (ELSE) old rules with the pcr xxxx checking the T511K constant and setting true/false condition.

It will be helpful for us if you add more information. Even screen image is missing.
By the way, if you are running time evaluation for quota generation or RPTQTA00, you should run up to end of year i.e. 31.12.2015. It will correct the issue.
