that's true - therefore we recommend to use templated based requests rather than "Access Request" in NWBC. While using templates you can define what is mandatory, visible, etc. for each template.
Also as mentioned by Harinam the behaviour is by design as some fields are the minimum information required to be given in an access request.

I believe this could be a setting made on purpose as per design, as you require some information in the "Last name" as a minimum when creating a user ID.
If you were to create a user ID manually in SU01, I believe that the User ID get's automatically populated into the last name field.
This would be the only logical reason as to why you can (and probably) should not make that field as non-mandatory.
