A person working in another country which does not have income tax, but is being paid from USA, this person is should get taxed only 20% of the salary. I do not want to disturb Benefit wage base and all other functions.

Not sure if it is legally allowed to have partial salary taxable and remaining as non-taxable! Wait for others to comment/give a solution.
