Budget check

Hi,

We have activated strict budgetary control in the middle of the year. Many purchase requisitions are created before strict budgetary control and there was no budget. Now even after activating strict budgetary control, system is permitting Purchase order, MIGO and MIRO document. if there is increase in value it will give error message. But with same value system is permitting subsequent documents

Hi,

What setting you had before applying strict control? Please, notice that MIGO is not supposed to trigger AVC checks + it depends on the settings you made in your update profile in OFUP.

P.S. In any case, I'd suggest initializing AVC ledger via FMAVCREINIT since you have changed a core setting in AVC configuration.

Hi Eli,

Thanks for the reply.

Before strict budgetary control, tolerance profile was set with warning message. now we have changed to Error message. Many PRs are created before setting to error message. now at the time of PO creation (copying from PR), only warning message(FMAVC005) is displayed and system allow posting.

We want to block POs if there is no Budget for the combination

Hello Lincy,

Since your earlier PR's were based on Warning only and now you have changed to Error. You should try to update their values through following:

IMG>PSM>FMG>Actual and Commitment Update/Integration>Internal Data Transfer to FM>Subsequent Posting>Purchase Requisitions

Hi Lincy,

This is not exactly 'strict' control in SAP terms. Strict control is activated with AVC ledger and not by changing profile. If you, however, have 'usual logic' for AVC, then it's normal that you have no messages for old PRs, as your budget consumption does not change: PO commitment eliminates PR commitment, but does not create additional consumption.

'Strict logic', once activated, would issue AVC message even if consumption does not change. But, as I said, this has nothing to do with tolerance profiles setting.

Yes, if you change the logic to 'strict' via Public Sector Management - Funds Management Government - Budget Control System (BCS) - Availability Control - Define Activation of Availability Control.

But, there are obviously consequences to this action. Please, read carefully SAP documentation (F1) on logic field in the activity mentioned above.

Many Many thanks Eli. I will close this thread. but before closing it , i have one more question in this aspect.

We were using 'C Active with usual check logic' but when i changed to "D Active with strict check logic for document chains' it is working.

Could you tell me the implication of changing the the above setting in an FM implemented enviornment

Well, there are no implications apart from those listed in the help. From now on, AVC logic would be different... But, if it's the way you need it, then there are no problems.
