can we customize power designer ?

Like sap crystal report designer we can do oem customize,is there any similar feature present in sap power designer..If sap have please provide some document links..

You cannot OEM PowerDesigner without an agreement from SAP.  Contact SAP.

Are you looking a 'white labeling' or OEMing PD? or just customizing the IDE (user profiles) or report output (templates)?

You would need to contact SAP directly to discuss 'white labeling'/OEM.
