Apparently the process for submitting an incident (formerly known as message), went through some changes. I was going to submit an incident for Web Intelligence, but I am unable to find any of my systems, which is the first step in submitting an incident. Is there something I need to do to get my systems back? When I search, using an *, I get no results. I used to have several pages of systems to choose from.
This is an entirely wrong place to report problems with Incident creation process.
Please contact CIC and report this issues.

Were you able to find the systems for reporting incident to SAP?
I am also facing the same problem. While raising the ticket I am not getting any system in the list.
